Bursar

Virginia Wesleyan University seeks a highly motivated individual for the position of Bursar. The Bursar manages the daily operations of Students Accounts Receivable, overseeing the management of receivables, cash receipts and collections on past due accounts.  The Bursar supervises a staff of three.  Interested candidates should submit a letter of interest, resume, and three professional references to humanresources@vwu.edu. Principal Responsibilities

Directs the operational activities of the Students Accounts Receivable office, including the accurate and timely billing of collection of student accounts third party accounts. 

Oversees the cash receipts function including the security of funds, proper recording, timely depositing and reconciliation of cash receipts.

Manages student refund processes, ensuring compliance with Federal Title IV regulations.

Monitors and manages all student accounts receivable and collections including the implementation and maintenance of appropriate collections activities and efforts.

Contract with third party collection agencies for the collection of defaulted accounts and manages agency performance and related activities. 

Evaluates existing business practices in an effort to continuously improve operational effectiveness. Recommends, designs, implements and analyzes business process improvement efforts. Supports the goal of a paperless office.

Maintains and updates documentation of all policies and procedures.

Responsible for maintaining accuracy and compliance with University, federal and state regulations and guidelines including but not limited to FERPA, Title IV and IRS required filings related to 1098T.

Manages all aspects of the Federal Perkins loan program which is supported by a third party loan servicer, including ensuring timely exit interviews and borrower separations, proper maintenance of student loan records and files, due diligence on past due accounts and if necessary assignment of loans to the U.S. Department of Education. Manages student Perkins loan consolidations, loan assignments to the federal government and the wind down of the Perkins Program.

Participative in several University committees, including Enrollment and Retention Committees.

Qualifications

Bachelor’s degree required with 7 to 10 years of related experience and at least 5 years of experience in supervision of staff.  Individual must be committed to customer service and possess excellent oral and written communication skills.  Proficient in the use of MS Office.  Experience in Ellucian Colleague Accounts Receivable is desired but not required.

Salary is commensurate with experience.
